Filing 25 Amended Memorandum Opinion: In light of the mandate of Rule 15(a) that leave should be "freely" given, the Court rules that "justice so requires" that the motion to amend be granted. See Fed. R. Civ. P. 15(a). The Court, t herefore, grants plaintiffs' motion for leave to file an amended complaint by November 27, 2017. (Doc. No. 21 .) Plaintiffs' motion to supplement the motion to amend (Doc. No. 22 ) is granted, and plaintiffs shall have leave until November 27, 2017 to file an affidavit of merit as part of their amended pleading. (Related Doc. No. 24 ). Judge Sara Lioi on 11/16/2017.
