If the former, Mr. Edwards should inform the Court via written filing that his Notice of Intent to Transfer should be construed by the Court as a notice of removal. If the latter, Mr. Edwards is directed to file an appropriate complaint listing himself as theplaintiff and the City of Oklahoma City as the defendant.
