Filing 98 OPINION and ORDER - The Court ADOPTS Judge Papak's Findings and Recommendation 80 . Defendant Umatilla County's Motion for Summary Judgment 43 is denied as to Plaintiff's Title VII and Or. Rev. Stat. § 659A.030 claims ( Claims Two and Three), and granted as to all other claims asserted against Umatilla County. Defendants Kulongoski and the State of Oregon are dismissed with prejudice pursuant to the Stipulated Motion to Dismiss 97 .
