Filing 48 OPINION AND ORDER: The Petition for Writ of Habeas Corpus (# 2 ) is dismissed. The Court declines to issue a Certificate of Appealability on the basis that petitioner has not made a substantial showing of the denial of a constitutional right pursuant to 28 U.S.C. § 2253(c) (2). In addition, given the repeated litigation of the issues presented in this case over the past several years (including five motions for reconsideration in 1:11-cv-00426-PA), the Court will not accept any motions for reconsideration in this case.
