Filing 101 OPINION & ORDER: I agree with Judge Acosta's recommendation as to Eleventh Amendment immunity and I ADOPT that portion of the F&R 94 as my own opinion. Therefore I GRANT defendants' Second Motion for Summary Judgment 72 as to the State's Eleventh Amendment immunity.
