To the extent plaintiff attempts to raise an independent claim under the Fourteenth Amendment, that claim is dismissed with prejudice. Plaintiff may file an amended complaint within 30 days of this order, but the amended complaint may not include an Eighth Amendment or Fourteenth Amendment claim, and may not name the PPB as a defendant.
