Filing 38 OPINION AND ORDER. The Court GRANTS Defendant United States' Motion to Dismiss 18 and Defendant State of Oregon's Motion to Dismiss 16 , and hereby DISMISSES Plaintiff's Complaint. Because it is apparent the deficiencies of Plaintiff's Complaint cannot be cured by amendment, the dismissal is WITH PREJUDICE. IT IS FURTHER ORDERED that all other pending motions are DENIED.
