ORDER ON THIRD AMENDED COMPLAINT: I grant the Motion to Dismiss 49 filed by the City of Portand and Adams. Former Portland Mayor Sam Adams and the City of Portland Police Department are dismissed with prejudice. With the exception of the jail supervisor, all other defendants are dismissed without prejudice. Plaintiff's Motion for Entry of Default is due by September 15, 2014.
