Filing 5 Findings & Recommendation and ORDER: Plaintiff Propps' application to proceed in forma pauperis # 1 is GRANTED. Plaintiff's Motion for Order # 3 should be DISMISSED as moot. Plaintiffs Sampson, Elie, and Briggs should be dismiss ed as Plaintiffs and the Complaint should be DISMISSED without service of process. A judgment should be entered dismissing the complaint without prejudice and with leave to file an amended complaint, curing the deficiencies noted above, within thirty days of the date of the Order. Plaintiff should be advised that failure to file an amended complaint which cures the deficiencies noted shall result in the dismissal of this action with prejudice. This Findings and Recommendation will be referred to a district judge. Objections, if any, are due November 14, 2017. If no objections are filed, then the Findings and Recommendation will go under advisement on that date. If objections are filed, then a response is due within 14 days after being served with a copy of the objections.
