Accordingly, IT IS ORDERED that Plaintiff's application is GRANTED. This action may go forward without the payment of fees or costs. However, the Clerk of the Court shall not issue process until further order of the court. Further, Plaintiff's motion for appointment of counsel (ECF No. #3 ) is DENIED, because Plaintiff is unlikely to succeed on the merits of her claims in federal court and therefore exceptional circumstances do not exist to warrant appointment of pro bono counsel.
