However, this Court determines that it lacks subject matter jurisdiction over this action. Accordingly, Plaintiffs' Complaint, ECF #1 , is DISMISSED without prejudice, except as to Plaintiffs' claims against Defendant State of Oregon, which are DISMISSED with prejudice. Plaintiffs are allowed 14 days from the date of this order to amend their claims against Defendants Multnomah County SR & Disability Services, United Health Care, and Allo by filing a complaint that complies with the requirements of Federal Rule of Civil Procedure 8(a) and includes all of the facts necessary to support the elements of their legal claim. Plaintiffs are advised that failure to file an amended complaint as ordered will result in dismissal of this action. Plaintiffs' Motion for Appointment of Counsel, ECF #3 , is also DENIED.
