May 23, 2023 Opinion or Order Filing 6 ORDER: Brown requests a refund of the $402 filing fee, which he paid with a USPS Money Order to bring this action in federal court. In general, all plaintiffs bringing a case in federal court must pay a statutory filing fee, which is used to cover the cost of the court's resources during litigation. 28 U.S.C. 1914(a). However, a related statute 28 U.S.C. 1915 provides an exception to that fee requirement for plaintiffs who qualify for in forma pauperis (IFP) status because they do not have the financial means to pay the costs of litigation. Based on the cour's review of Brown's complaint and motion to withdraw, it appears that he may qualify for IFP status. Therefore, if Brown submits an IFP application and the court determines that he qualifies, a refund of his filing fee will be issued. The application is attached and the clerk's office will also mail Brown a paper copy of the IFP application, which he may fill out and return by mail or in person.
