August 6, 2026 Opinion or Order Filing 19 Scheduling Order: Having considered the parties' competing proposed case schedules, and having determined that a stay of discovery is appropriate while defendants' Motion to Dismiss (ECF #10 ) is resolved, given that it is potentially dispositive of the entire case and requires deciding a threshold issue regarding the timeliness of plaintiff's takings claim, see Ciuffitelli v.
