Opinion and Order: Plaintiff has failed to show that complete relief can be accorded without joining the State of Oregon in this action. The Board is an indispensable party, and adequate relief cannot be granted in the Board's absence. Nonethe less, given that the State has neither consented to suit nor opposed joinder, I decline to dismiss at this time. Therefore, defendants' joint motion to join a required party 7 is Granted.
