December 7, 2016 Opinion or Order Filing 54 OPINION AND ORDER: The alleged harm in this case does not present a grave risk justifying not returning KMRC to Mexico. Had I concluded KMRCs habitual residence was Mexico, I would have granted Castros petition and ordered KMRC returned to Mexico immediately.
