ORDER by Magistrate Judge Mustafa T. Kasubhai: The Court denies Plaintiff's Application for Leave to Proceed IFP (ECF No. #2 ) because Plaintiff failed to comply with the signature requirements of Federal Rule of Civil Procedure 11 and Local Rule 11. Further, it is unclear to the Court whether Plaintiff is incarcerated or employed. Plaintiff stated in his IFP application that he is currently employed, but the application he submitted contains a signed and dated Certificate, certifying that an institute of incarceration completed the Certificate, and which should detail the amount available in an applicant's trust account. The Certificate contains none of the financial information required. The Certificate also states that the institution's signer attached a certified copy of the applicant's trust account statement. The Court finds no such record in Plaintiff's filings to date. Plaintiff may refile an IFP application curing these deficiencies within 30 days. Amended Application to Proceed Informa Pauperis is due 2/24/2020. (Mailed to Pro Se party on 1/23/2020.) (jk)
