ORDER of Dismissal. Plaintiff's Application for Leave to Proceed IFP #1 is GRANTED, and his Motion for Appointment of Counsel #3 is DENIED. Plaintiff's claims relating to his alleged parole violation and the validity of his confinement are not cognizable in this civil action and are DISMISSED without prejudice. Plaintiff's claims relating to the conditions of confinement and his treatment at the Marion County Jail are DISMISSED without prejudice to reallege in Owens v. Marion County Jail, Case No. 6:20-cv-2266-CL. Plaintiff's remaining claims fail to state a cognizable claim for relief and are DISMISSED for failure to state a claim. This action is DISMISSED.
