ORDER: (1) The Report and Recommendation of Magistrate Judge Martin C. Carlson dated August 28, 2015 (Doc. 6 ) is ADOPTED; (2) Plaintiffs request to proceed in forma pauperis is DENIED and Plaintiff is not permitted to file this Complaint without pa ying the filing fee required by law; (3) The Complaint is DISMISSED, without prejudice, pursuant to 28 U.S.C. §1915(g). Should Plaintiff submit the full $350.00 filing fee and $50.00 administrative fee within twenty (20) days from the date of this Order, the Clerk of Court shall reopen this case; and, (4) The Clerk of Court is directed to CLOSE this case and to FORWARD a copy of this Order to the Magistrate Judge.
