ORDER (memorandum filed previously as separate docket entry). Pltf's motions to proceed ifp (Docs. 2, 11) are GRANTED. The complaint is now deemed filed. Pltf's complaint is DISMISSED w/out prejudice. The Clerk of Court is directed to issu e the Administrative Order to the Warden directing the Warden to begin deducting money from the inmate's acct. The Clerk of Court is directed to CLOSE this case. Pltf's motion for appointment of counsel (Doc. 6) is DISMISSED as moot.
