ORDER - The #2 Motion for Leave to Proceed in forma pauperis is DENIED without prejudice. The Clerk of Court shall administratively terminate this case, without filing the complaint or assessing a filing fee. The Clerk of the Court shall send Pltf a blank form "Affidavit of Poverty and Account Certification". If Pltf wishes to reopen this case, he shall submit, withint 30 days of the date of entry of this Order, either: (1) a complete, signed IFP application; or (2) the $402 fee including the $350 filing fee plus the $52 administrative fee; upon timely receipt of the above, this Court will direct the Clerk of Court to reopen this case. The Clerk of Court shall serve a copy of this Order upon pltf by regular US Mail.
