To the extent that Plaintiff's claims are barred by the doctrine of sovereign immunity, those claims ar e dismissed without prejudice for lack of subject matter jurisdiction. Plaintiff's remaining claims are dismissed with prejudice inasmuch as they fail to state a viable cause of action, and the deficiencies discussed above cannot be cured through further amendment.
