Filing 66 MEMORANDUM OPINION indicating that, as more fully set forth within, plaintiff failed to adduce sufficient evidence for a reasonable jury to render a verdict on any of the claims asserted in Counts I and II of the second amended complaint, and did not adduce sufficient evidence for a reasonable jury to find municipal liability.
