ORDER. Plaintiff's Motion for "for the entry of a preliminary injunction with a temporary restraining order" (Doc. #2 ) is DENIED, to the extent that it requests the entry of a TRO. Plaintiff has not satisfied the provisions of Rule 65(b)(1)(B), which requires "the movant's attorney [to] certif[y] in writing any efforts made to give notice and the reasons why it should not be required." Id. The Court will consider Doc. #2 to the extent it requests a preliminary injunction, and will analyze the remaining Motions under the appropriate standards, once the notice requirement in Rule 65(a)(1) is met.
