ORDER FOR STATISTICAL CLOSING. Welty has submitted a nineteen-page handwritten document which the Clerk has construed as a civil rights complaint. There are a number of problems with this filing as detailed in the Order. If Plaintiff wishes to file a civil rights complaint against these or other defendants, he is free to do so. However, he must use the attached civil rights complaint form and the complaint must be accompanied by the filing fee or a motion to proceed in forma pauperis complying with the Prison Litigation Reform Act (PLRA), 28 U.S.C. 1915(a)(2).
