ORDER. For the reasons as stated herein, the Court concludes that even broadly and liberally construed, the Complaint does not show the existence of a claim against any Defendant cognizable in this Court, which goes both to the Court's power to hear any such claim, and even if the Court would have such subject matter jurisdiction, that there is a cognizable claim stated. This civil action is therefore DISMISSED, but without prejudice and with leave to amend, in that the Court cannot on this record conclude that any amendment would necessarily be futile. The Plaintiff is advised that an Amended Complaint may be filed on or before April 23, 2021. Should such an Amended Complaint not be timely filed, then the dismissal directed by this Order shall be converted to a dismissal with prejudice without further notice or Order for a failure to state a cognizable claim for relief.
