October 31, 2023 Opinion or Order Filing 8 DEFICIENCY ORDER. On October 10, 2023, the Court permitted Ms. Nelson to proceed in forma pauperis. See ECF No. 3. As a result, Ms. Nelson is entitled to have her complaint served on the Defendants by the U.S. Marshals Service. However, Ms. Nelson has not completed the USM 285 form for each Defendant and has not completed a summons for each Defendant. Instead, Ms. Nelson filed a summons with the names and addresses of both Defendants on one summons. See ECF No. 1-6. The Court also notes that Ms. Nelson attempted to effectuate service herself, however, service is legally ineffective because corporations cannot be served by certified mail under the Federal Rules of Civil Procedure or Pennsylvania law. IT IS HEREBY ORDERED that on or before 11/14/2023, Ms. Nelson shall file (1) a summons directed to only Great Lakes Behavioral Research Institute, Inc.; (2) a summons directed to only Department of Human Services, Allegheny County Children Youth and Families; (3) a completed USM 285 form for Great Lakes Behavioral Research Institute, Inc.; and (4) a completed USM 285 form for Department of Human Services, Allegheny County Children Youth and Families.
