ORDER: To the extent Plaintiffs Complaint #1 seeks a temporary restraining order, that request is denied, without prejudice. A court may issue a temporary restraining order, without notice to the adverse party, only when the requirements of Fed. R. Civ. P. 65(b) have been met. Following a review of the Complaint, the Court finds that Plaintiff has not satisfied the criteria for a temporary restraining order at this juncture. If Plaintiff instead intends to seek a preliminary injunction, then she may raise that request to the Court following service of Defendants. The Court wishes to be clear that it is only denying, without prejudice, Plaintiffs request for a temporary restraining order, to the extent she seeks one, and is not dismissing the Complaint.
