MEMORANDUM OPINION AND ORDER - upon consideration of Union Defendants' Motion to Dismiss (ECF No. 40 ) and Commonwealth Defendants' Motion to Dismiss (ECF No. 38 ), and for the reasons set forth in the accompanying Memorandum Opinion, IT IS HEREBY ORDERED that Union Defendants' Motion to Dismiss is GRANTED and Commonwealth Defendants' Motion to Dismiss is GRANTED. Plaintiffs' Second Amended Complaint (ECF No. 62 ) is DISMISSED WITHOUT PREJUDICE, excluding Plaintiffs' claims for the repayment of previously paid fair-share fees, which are DISMISSED WITH PREJUDICE, and as more fully stated in said Memorandum Opinion and Order.
