ORDER granting 13 Motion to Dismiss. We dismiss Plaintiff's claims against the Commonwealth of Puerto Rico and the Administration of Corrections. Since Defendant Andres Jusino-Henry has not been properly served, there being no excuse for such failure, the case as to Defendant Andres Jusino-Henry is dismissed without prejudice for failure to prosecute diligently.
