OPINION AND ORDER re 10 Motion to Dismiss for Failure to State a Claim. The Court GRANTS defendant Municipality's motion to dismiss for failure to state a claim. Plaintiff Ruiz's federal claims against defendant Municipality of Guayanill a and defendant Mayor Edgardo Arlequin-Velez are DISMISSED WITH PREJUDICE, and her Commonwealth law claims against them are DISMISSED WITHOUT PREJUDICE. Additionally, all of plaintiff Ruiz's claims against unknown defendants John Doe and Jane Doe are DISMISSED WITHOUT PREJUDICE. This case is DISMISSED in its entirety.
