Gonzalez-Rivera FOR LACK OF JURISDICTION; DENYING AS MOOT 11 MOTION to Dismiss for Failure to State a Claim filed by Cesar Miranda-Rodriguez, Jose E. Diverse-Ayala. Judgment to enter accordingly. Although Gonzalez has not yet requested a COA, we conclude that reasonable jurists could not disagree with our assessment of his claims. Accordingly, we deny him a COA.
