Based on the financial affidavit submitted at Docket No. 5-1, plaintiff is not eligible for appointment of pro bono counsel. However, should a change in his circumstances occur, he may reapply for appointment of counsel under Local Rule 83L(h). With this in mind, plaintiff is granted until December 21, 2020, to announce legal representation. Should he choose not to secure counsel, he is warned that it is his responsibility to move the case forward, meet all deadlines, and comply with the Federal Rules of Civil Procedure and the Local Rules of this court.
