ORDER. Pursuant to the Order of the presiding District Judge at Docket No. 4 and in the interest of justice, a pro-bono appointment for plaintiff Luis Alberto Rios-Rodriguez is deemed appropriate. Title 18, United States Code, Section 1915 (e)(1).
