ORDER. The Court notes Plaintiff's non-compliance with several procedural requirements and directives. First, the documents submitted were not in English violating L. Civ. R. 5(c). Second, Plaintiff neither paid the filing fee nor filed a Motion to Proceed in Forma Pauperis, failing to meet 28 U.S.C. 1915 and L. Civ. Rs. 3.1 (a), (b)(2), (c)(4) standards. Third, Plaintiff did not comply with the Clerk's Notice by the 11/4/2023 deadline. Finally, Plaintiff failed to prosecute his case. Plaintiff neglected the Court's warnings that he must update any changes in his address and if he fails to do so and items are returned as undelivered, a dismissal may result. Accordingly, this case is hereby DISMISSED without prejudice for these procedural deficiencies and Plaintiff's non-compliance with the Court's directives. ECF No. 1.
