Filing 12 TEXT ORDER: Plaintiff has asked the Court to appoint him counsel #9 . There is no right to counsel in civil cases. Rather, the appointment of counsel in civil cases is left up to courts' discretion, and courts normally should appoint counsel only in exceptional circumstances. Whisenant v. Yua, 739 F.2d 160, 163 (4th Cir. 1984), abrogated on other grounds by Mallard v. U.S. Dist. Ct. for the S. Dist. of Iowa, 490 U.S. 296 (1989). Typically, this Court appoints counsel for pro se civil litigants whose claims withstand defense motions for summary judgment. Plaintiff has not shown any extraordinary circumstances compelling the Court to appoint counsel at this time. Therefore, his request is DENIED without prejudice.
