ORDER RULING ON REPORT AND RECOMMENDATIONS. The Court overrules Plaintiff's objections, adopts the Report and incorporates it herein. Therefore, it is the judgment of this Court that the case is DISMISSED without prejudice and without issuance a nd service of process and Plaintiff's Motion to Appoint Counsel is deemed MOOT.
