REPORT AND RECOMMENDATION recommending that Plaintiff's motion for leave to proceed in forma pauperis (ECF No. #2 ) be denied. To proceed with this Complaint, Plaintiff must pay the full filing fee (currently $350) plus the $52 administrative fee for a total fee due of $402.
