Accordingly, the court adopts the Report by reference in this Order. Defendants Gilyard, Jenkins, Atchley, Robinson, and Hamilton are hereby dismissed without prejudice. Plaintiff has not alleged facts sufficient to meet the requirements for issuance of a preliminary injunction. Accordingly, the court adopts the 90 Report by reference in this Order.
