Petitioner's petition for a writ of habeas corpus is denied and dismissed, with prejudice. The motion for extension of time to file a response to the Report and Recommendation, ECF No. 32 , is denied as moot. A certificate of appealability will not issue absent "a substantial showing of the denial of a constitutional right." 28 U.S.C. § 2253(c)(2).
