ORDER RULING ON REPORT AND RECOMMENDATIONS 75 , 110 . The Court hereby ACCEPTS the Report and the Supplemental Report. (ECF Nos. 75, 110). Petitioners objections (ECF Nos. 76, 112) are OVERRULED. Respondents motion for summ ary judgment (ECF No. 45) is GRANTED and Petitioners § 2254 Petition (ECF No. 31) is DISMISSED. In addition, as addressed supra pp. 8-10, the Petitioners motion to stay (ECF No. 77) is DENIED.
