Plaintiff's 51 fifth Motion is GRANTED IN PART to the extent that Plaintiff wishes to withdraw his claim for false arrest and DENIED IN PART as to all other proposed amendments because they would not cure the deficiencies of the Complaint. Furthermore, because Plaintiff's 51 fifth Motion to Amend encompassed all proposed amendments in his fourth Motion to Amend, Plaintiff' ;s 44 fourth Motion to Amend is DENIED AS MOOT. Defendant's 21 Motion to Dismiss is GRANTED. Furthermore, because this order is dispositive of the lawsuit as a whole, the Plaintiff's 34 Motion for Summary Judgment is DENIED AS MOOT.
