ORDER adopting Report and Recommendations of Magistrate Judge Bristow Marchant. Therefore, it is the judgment of the Court Defendants HCSO and Morales in his official capacity are DISMISSED WITH PREJUDICE from Plaintiff's claim under 42 U.S.C. § 1983 and 42 U.S.C. § 1988. Defendants' motion to dismiss is GRANTED as to Plaintiff's SCTCA claim, and that claim is DISMISSED WITHOUT PREJUDICE.
