ORDER denying plaintiff's #2 Motion to Appoint Counsel. Plaintiff is not entitled to appointment of counsel as a matter of right in a civil appeal of an administrative agency decision. Plaintiff should hire a lawyer to represent him or be prepared to represent himself. Plaintiff is advised he must serve a copy of his complaint along with the summons on defendant within 90 days as required by Federal Rule of Civil Procedure 4(c)(1) and (m).
