February 5, 2019 Opinion or Order Filing 5 ORDER: Petitioner Richard Bryant Long, a prisoner incarcerated in the Morgan County Correctional Complex in Wartburg, Tennessee, has filed a pro se petition for the writ of habeas corpus, along with an application to proceed in forma pauperis (IFP). (Doc. Nos. #1 , #2 .) The Court is unable to determine from Petitioner's application how much money he has or whether he is actually unable to pay the filing fee for his lawsuit. His IFP application (Doc. No. #2 ) is therefore DENIED without prejudice. Petitioner is DIRECTED to submit the $5.00 filing fee or file an amended IFP application, which accurately responds to each question on the form, within 28 days of the date of entry of this Order. The Clerk of Court is DIRECTED to provide Petitioner with a blank application to proceed in district court without prepaying fees and costs (short form) with this Order.
