ORDER OF TRANSFER: Because Bradley Vance Brooks alleges no basis for venue in this district and a substantial part of the events or omissions giving rise to his claims took place in Grayson County, the Court concludes that the interest of justice supports a transfer to the federal district and division where Grayson County lies.
