ORDER ADOPTING REPORT AND RECOMMENDATIONS for 32 Report and Recommendations of the United States Magistrate Judge. ORDERED that the Plaintiffs objections are overruled and the Report of the Magistrate Judge is ADOPTED as the opinion of the District Court. Any claims which Townsend may have raised regarding the Powledge Unit are DISMISSED without prejudice.
