The case may be reopened at such time as one or more of the lawsuits currently pending in the Southern District of Texas concerning this same issue become fin al through the conclusion of direct appeal. While the case is administratively closed, no motions or other documents may be filed other than: a notice of appeal of the closure; a notice of appeal of the denial of counsel; an application for leave to proceed IFP in relation to an appeal; a motion for voluntary dismissal; a notice of change of address; or a motion to reopen this case upon the resolution of one or more of the pending cases in the Southern District of Texas.
