ORDER: In his Complaint, Collins lists twenty-four Defendants, seventeen of whom are associated with ETTF. To the extent that Collins alleges wrongdoing by Management Training Corporation, TDCJ, UTMB, or ETTF officials regarding access to the courts or the failure to provide proper medical treatment, "a substantial part of the events or omissions giving rise" to these claims occurred in the Eastern District of Texas. As such, Collins has filed claims against theseDefendants in the wrong district, thereby permitting this Court to transfer such claims to a court where they "could have been brought."
