Filing 17 ORDER overruling 13 Plaintiff's Objections, and adopting 12 Findings and Recommendations. Case is dismissed with prejudice pursuant to 28 USC § 1915(e)(2) and 42 USC § 1997e. Dismissal to count as a qualifying dismissal under 28 U SC § 1915 and Adepegba v. Hammons, 103 F.3d 383 (5th Cir 1996). Dismissal of complaint does not release Plaintiff or the institution where he is incarcerated from the obligation to pay any filing fee previously imposed. Pending motions are denied.
