ORDER: If, upon reviewing all of the pleadings filed in the instant case, the Court determines an evidentiary hearing is necessary for the disposition of any of Petitioner's claims, it will order such hearing and/or discovery sua sponte. Petitioner's request for an evidentiary hearing #10 is DENIED. For the reasons stated herein, Petitioner's request for appointment of counsel is DENIED. The Court will construe the Motion to File a Rebuttal as an addendum to the Petition and include the details provided in the screening of this civil action.
